GRASS LAKE WATER MANAGEMENT ORGANIZATION -APRIL 23, 2009 7
the disturbance from carp. Treatment would last 5 to 10 years in deep water.
Schwartz suggested a public meeting to put this information on display separate
from the meeting with the homeowners association later this evening.
Ferrington suggested using the workshop meeting to go through the report and
make sure the Board is prepared to support the study at the public meeting, which
could be announced after the May workshop.
Schwartz stated that the budget work plan calls for study of another lake, which
should be started soon.
Root noted that there is funding for Snail Lake, but more work is needed on Lake
Owasso.
It was the consensus of the Board that further discussion is needed before
deciding on the next project.
D-2 Lake Owasso Boat Landing Permit
Ramsey County has applied for a permit to reconstruct and dredge the public boat
launch at the north end of Lake Owasso. Residents are concerned about lake
water quality with this use.
Chair Eckman stated that the problem is that the boat launch parking area is
graded to drain toward the lake.
It was the consensus of the Board to encourage Ramsey County to address
drainage issues as well as fixing the boat launch.
D-3 Heinel Drive Shoreline Project Permit
Homeowners at 825 Heinel Drive, Roseville, are seeking a permit to create a
boulder wall on Lake Owasso.
The Board briefly discussed the amount of excavation needed.
Chair Eckman stated that she would prefer to see shoreline restoration rather than
the use of boulders.
It was the consensus of the Board to encourage restoration with use of the cost-
share program.
