Mr. Peterson responded that there is no mechanism to oversee the protection of
groundwater.
Chair Stark stated that a baseline is needed to compare changes in the quality of
groundwater. A baseline of concentrations of chemicals needs to be established for future
comparisons.
Eckman asked if tests would include looking for pharmaceuticals in drinking water.
Ferrington requested education and outreach techniques to inform citizens on ways to
advance water quality goals. Incentives could be offered, such as some type of tax break
for implementing natural protective techniques on private property.
Chair Stark stated that Ramsey County has more groundwater than recharge in its system.
He would like to see the level of groundwater be less.
Mr. Peterson stated that the Plan would address these issues.
Eckman moved and Ferrington seconded a motion for GLWMO to contribute the amount
of $1,500 to the Ramsey County Groundwater Plan.
Discussion:
Board Member Mogg asked the reason GLWMO should contribute to this work. Mr.
Peterson responded that the plan is required by statute with the expectation of local
participation. Every watershed management organization is Ramsey County has
contributed.
Board Member Ferrington asked if there would be appropriate review before the plan is
accepted and implemented. Mr. Peterson stated that a number of agencies would be
reviewing the plan, such as the Metropolitan Council and BWSR. A recommendation as
part of the permit process will be that there is no soil contamination at the point of
infiltration.
Chair Stark asked if the GLWMO organization documents specifically identify
groundwater within its jurisdiction to be addressed. Maloney stated that groundwater is
identified specifically, but it has never been addressed because there have been no capital
resources.
Motion carried: Ayes: Eckman, Ferrington, Stark.
Nays: Mogg.
4
