GLWMO MINUTES
JANUARY 24, 2008
PAGE 4
Maloney noted that the letter to Mr. Quitevis from Chair DeZellar requested Mr. Quitevis
to bring his issues to the Board as a whole at regular meetings. Mr. Quitevis has received
the Board's meeting schedule. Aichinger added that the Lake Owasso storm water
outlets Mr. Quitevis has identified to the Board have been inspected and acknowledged
by the both cities.
Mogg reported on a meeting he had with Steve Woods (BSWR), Gene Soderbeck, Nito
Quitevis, Joe Bester and Dick Fowler regarding their contention of poor performance by
the GLWMO Board. Mogg indicated that the points of contention included:
1. Previously maintained by Ramsey Co. and now by Shoreview, storm water
pipe on North Owasso Blvd., is Shoreview cleaning this out?
2. Need GLWMO to meet with Lake Owasso Association more often.
Mogg indicated that Steve Woods suggested the following:
1. Try GLWMO meeting more often.
2. Perform a workshop for new GLWMO board members with info on
rules/authority and a tour of watershed.
3. Have GLWMO chairman set the meeting agendas.
4. Present GLWMO concerns directly to city councils.
B-2 Financial Report
Maloney noted that the current format for the financial report, a municipal accounting
format, does not show clearly transactions and an analysis of each fund the Board
operates from.
Aichinger suggested a single sheet format that would show:
1) Original budget
2) Established projects
3) Current month's expenses
4) Year-to-date expenses
5) Balance of each fund
6) Total balance also reflecting revenue
7) Activity in cost-share programs.
Maloney stated that the financial report does not split out evenly contract services of city
staff. Many watersheds have an accountant and an attorney. When Grass Lake was
created in the early 1980s, there was a conscious action on the part of Roseville and
Shoreview to make the watershed a transparent layer of government and to leverage
existing resources.
