GLWMO MEETING MINUTES -JANUARY 25, 2007 <br />4 <br />At this time Barr Engineering is ready to proceed with the lake user survey which <br />is being done to obtain and understand what users perceive to be the water quality <br />problems. He would like to work with the lake association and customize the <br />study to their issues. The computer simulation models have been put together with <br />drainage maps obtained from the cities. In the spring when the ice is off the lake, <br />an inspection of the lake will be made with representatives from the lake <br />association and cities to identify other inlets present that are not on city storm <br />sewer maps and make sure those are accounted for in the simulation models. The <br />monitoring equipment was removed in November and will be re-installed in <br />April. <br />Maloney suggested the monitoring be extended to be sure the study is site specific <br />beyond the end date of September 30, 2007. There would not be a significant cost <br />if the report was completed by mid-2008, rather than the first quarter in 2008, the <br />original project schedule. An extension would still give enough time to analyze <br />the data. <br />Mogg asked if water samples have been collected. Runke answered that no <br />samples were collected, there was very little to be collected and a sufficient <br />sample has not been obtained to send to the lab. The two largest storm events <br />occurred in December, after the equipment was removed. <br />Eckman stated that she would like to make sure the survey identifies non-riparian <br />and riparian property owners. She suggested that the survey specifically ask that <br />question. <br />DeZellar asked if another drought year would jeopardize the study so that issues <br />and problems cannot be identified. Runke stated that if the computer modeling <br />indicates problem situations, those areas will be analyzed more closely. Much of <br />the total maximum daily load projects are done with little or no runoff data. The <br />report will not be a vain effort. <br />The Board agreed that non-riparian property owners, Ramsey County, lake <br />association members, city staff, DNR and other community members, as well as <br />riparian property owners, have an interest in the survey. Runke stated that when <br />the surveys are distributed, a cover letter will be included inviting property <br />owners to pass along the survey to anyone else who may be interested. It can also <br />be posted on the website for anyone interested in responding. He would like the <br />survey to be sent out within the next month. <br />Information from certain questions will feed into preparation of the report, and <br />DeZellar asked if there will be time enough for survey information to betaken <br />into account with data collection. Runke stated that there will be time to make <br />modifications of field data collection, if necessary. <br />
