GLWMO MEETING MINUTES -JULY 26, 2007
Aichinger noted that the trend line is up from 10 years ago. Also, the large graph
shows a date period of late May to early September while the Ramsey County
graph is from late April to October, which could account for the difference. He
will check with Barr Engineering.
Mogg suggested lowering the sampling point in the Lake Owasso study.
Aichinger stated that the sample should come from where the flow is detected. If
the sample is under a permanent pool, it confuses the sensor about where the
water level increase is coming from. Good testing needs more rain, and it may
take another year to get good samples. If there has been any flow, there will be
samples.
Mogg stated that he would like to hear from Barr Engineering as the study
progresses about whether another method could be considered for taking samples.
If samples have been taken, he would like to know from what locations, the
number of samples and number of sediment samples. He would like to see a
detailed Grass Lake watershed map, especially for Lake Owasso. Aichinger stated
that as of the last GLWMO meeting, sample gauges were just being installed. He
will check what locations were used. Schwartz added that by the next GLWMO
meeting, Barr will know if good samples have been obtained this season.
Eckman raised the issue of outlawing jet skis. A large portion of Lake Owasso is
shallow and waves make it worse. Aichinger responded that the study would
identify issues that contribute to water quality. If jet skis are an issue, residents
will have to make the decision of whether to limit their use to improve water
quality.
DeZellar requested that Barr be contacted regarding the question of flow obtained
in the samples. Aichinger agreed to email information to Board members.
D-4 BWSR Request for Financial Aid/Activity Report
Aichinger stated that the Board of Water and Soil Resources require GLWMO to
submit an annual report. Mark Maloney is working on a report that would be
formatted to be updated each year. The work plan includes a budget plan.
Root commended the report and expressed his only concern as that the labels on
the data sheet that are difficult to read.
Eckman noted that items related to issuing permits should be marked N/A because
GLWMO does not issue permits.
DeZellar noted that the revised Report Card format would better prepare the
Board to complete this report next year.
