1. Zebra Mussel Update: Mr. Maloney reported that the St. Paul Water Utility in
working with the DNR has found zebra mussels in Sucker Lake. Work continues
to try to identify the source. Water is pumped from Sucker Lake to augment Snail
Lake and further augmentation is on hold.
Eckman asked how communication on this matter is being relayed to residents.
Mr. Maloney stated that the Snail Lake Improvement District is a legal body
responsible for operating augmentation efforts. The City immediately notified
board members.
2. St. Paul Regional Water Services Wellhead Plan: It was noted that Board
Member Mogg is attending these meetings. An informational data plan indicating
the status of wells is being developed. After a plan is approved, there will be a
public hearing, and a draft plan will be circulated for public comment.
3. DNR Permit Application, Request for Comments (Snail Lake Property): The
application is to replace a retaining wall with a boulder wall. The permit is after
the fact, as the boulder wall has been put in. The DNR discourages breakwater
walls, although there are several on Snail Lake.
Aichinger noted that most people do not know they need a permit; they think they
are making an improvement. Mr. Maloney added that usually people are not
required to tear out their work.
4. A letter to Ramsey County re: The Cascades was noted.
B-2. Financial Report
Mr. Schwartz reported that as of the end of September, the current balance is
$226,991.65.
Mr. Maloney stated that the format is set up for the local government audit that is done
every year. It would be more useful to have a format showing categories and expenses--
what is paid each month and the balance.
Eckman asked if the $1,000 for the Green Community Award was paid. Mr. Maloney
answered that it has been approved for payment, but it is not listed in this report.
C. Invoices
C-1. Invoices Considered for Payment
