Bills <br />C-1 Bills Considered for Payment <br />The Board members discussed the acquisition and placement of the portable water <br />samplers. It was the consensus of the Board that there should be documentation <br />regarding support, maintenance, storage, etc. for the monitoring equipment. <br />Board member Soderbeck moved to approve payment of the invoice from Tech <br />Sales Company in the amount of $20,512.21, Eckman seconded. Other Business <br />D-1 Strategic Lake Management Study -Lake Owasso <br />The Board reviewed the proposed Goals of the Lake Owasso Strategic Lake <br />Management Study and the work program developed jointly by Ramsey- <br />Washington Metro Watershed staff and Barr Engineering. The Board worked to <br />articulate the reasons for performing the Study. The following observations were <br />made: <br />• Water quality in Lake Owasso is following a significant downward trend <br />at a time similar water bodies in this region are relatively stable <br />• The original Barr report on water quality and Lake Owasso issues was <br />prepared over 15 years ago, and was predicated on water quality samples <br />from the 1987-1988 drought period <br />• If a new study is to be performed, the water quality sampling should begin <br />now (October, 2006) to establish a new baseline <br />• The negative water quality trends are definitely mysterious given the <br />completely developed nature of the watershed and then amount of public <br />improvements made in the area to improve water quality <br />Shoreview resident Nito Quitevis, 450 Horseshoe Drive, addressed the Board on <br />the topic of possible causes for water quality trends in Lake Owasso. <br />Boardmemebers and technical staff felt that the study would ultimately help <br />determine the exact causes of the declining water quality and point to some <br />solutions. <br />
