Minutes/Apri122, 2004
Page 2
C. Bills
C-1 Bills to be considered for payment
DeZellar moved approval of payment of the following bill:
City of Roseville Inv. #0004424 $4,704.25
GLWMO Pond Maintenance Manager
Project M-03-15
TOTAL: $4,704.25
Mogg seconded. Ayes: 4 Nays: 0.
D. Other Business
D-1 West Vadnais Outlet Project Proposal
Terry Noonan, Ramsey County Public Works, presented the status of the West
Vadnias Outlet Project, including history of the drainage patterns of the area,
operational difficulties for St. Paul Water Utility, and high water impacts on
Highway 49 near the railroad overpass. Grass and Vadnais Lakes appear to have
been one basis at some point in the past, but were separated by man-made
improvements e.g. railroad embankment, Rice Street (Hwy. 49). The levels of
the lakes are related as the current and past GLWMO management plans have
noted. A group of potential stakeholders has been meeting to develop plans to be
included in the construction for the MnDOT Unweave The Weave Project. The
current cost estimate for the outlet improvement project is $150,000.
Mogg moved that Maloney should stay involved with the dialog with the
understanding that any commitment for GLWMO financial participation would
still need to be determined. DeZellar seconded. Ayes: 4 Nays: 0.
D-2 Snail Lake Landing Development
Maloney updated the Board on the status of the proposed Snail Lake Landing
development near the intersection of Snail Lake Road and Makubin Street. No
Board action was necessary; the item was for informational purposes only.
D-3 Joint Powers Agreement Update
Maloney introduced the draft revised Joint Powers Agreement and the
philosophy behind the suggested revisions. There were some suggestions for
minor revisions, but it was agreed that the discussion would continue at the next
meeting due to time constraints. No formal action was taken on the Draft Joint
Powers Agreement.
