Ms. Bunde <br />is concerned about an ongoing landuse and erosion dispute at the Cardigan <br />Junction site involving the railroads use of the site for container storage. <br />Maloney updated the Board on Shoreview's ongoing involvement in this <br />issue and the difficulties associated with regulating the railroad. <br />Soderbeck indicated that the MPCA has also been asked to participate in <br />the debate but that, since the site is less than 5 acres, the only regulatory <br />involvement from the MPCA may involve the need for an industrial <br />permit. The Board expressed their concern regarding impacts of the <br />railroad operation on water quality and flood storage. <br />Soderbeck moved to direct staff to send a letter to the City of Shoreview <br />articulating the Boards concerns. REPORTS <br />C-1 2"d Generation Plan -Review of Agency Draft <br />Chandler presented a summary of the latest changes in the plan. The Board <br />suggested a number of changes and clarifications and agreed to continue to send <br />comments to Barr. <br />The Board discussed the proposed agency distribution list and added Mn/Dot to <br />the recommended agency list. <br />
