Department Approval <br />Item Description <br />g i, <br />REQUEST FOR COUNCIL ACTION <br />Wellness Plan City Services Discount Program <br />1 INTRODUCTION AND BACKGROUND: <br />2 <br />� <br />6 <br />7 <br />9 <br />10 <br />Date: 4/12/10 <br />Item No.: �3/ e <br />City Manager Approval <br />Through benefits changes toward consumer driven health care plans and the City's Wellness <br />program, we have provided both awareness and opportunities for healthier and happier <br />employees. The committees believe the next step is to continue a focus on an active non- <br />sedentary lifestyle. The Center for Disease Control and Prevention stresses at least 30 minutes of <br />moderate activity at least 5 times per week The employee committees believe that improving <br />employee wellness advances the long-range goal of increasing the health and happiness of staff <br />and minimizes health insurance rate increases and lost time through absences. <br />11 We've seen a slight decline in claims and medication costs over the last year and thus believe <br />12 our programs are beginning to work Therefore, it is thought that the time to take the next step is <br />13 now. The City offers several types of recreational activities and has various facilities where <br />14 these activities take place. The City brings in revenue from these facilities and activities. <br />15 <br />16 For many years direction of the City has been not to allow staff an advantage over residents in <br />17 the use of these facilities and activities. This request is to ask for somewhat of a shift in <br />18 philosophy to create a win/win for the City and the staff. <br />19 <br />20 Several metro area Cities offer various programs to their staff in an attempt to impact health and <br />21 save costs through fewer claims and less absenteeism. Some of the other City programs include: <br />22 <br />23 • Bloomington and Hopkins have a fitness center provided for city employees and <br />24 firefighters. <br />25 • Brooklyn Center, Waconia, and Chaska offer free access to the community center <br />26 exercise room and/or pool but employees are taxed for this. <br />27 • Becker offers discounted daily rates and seasonal passes to staff which is similar to what <br />28 is being asked of Council today. <br />29 <br />30 Roseville would like to implement a discount coupon program that would allow employees to <br />31 receive the same discount through special coupons that is either now or has been offered in the <br />32 past to residents. The employee could stop at the Recreation counter or Administration and show <br />33 their City ID to pick up a coupon. The coupon would be either a buy one and get one free; or a <br />34 discounted rate for one such as pay $7 instead of $12. These coupons would be made available <br />35 for the facility that is currently open such as Golf in the summer and Skating in the winter. The <br />36 hope is that employee will be more active and even bring their families; and that the City will <br />37 generate revenue that would not have been received in Roseville otherwise. <br />Page 1 of 2 <br />
