GRASS LAKE WATER MANAGEMENT ORGANIZATION <br />AGENDA ITEM <br />Date: 1/26/95 Prepared by: .Karl P. eel Item: B-1 <br />Hearings and <br />Petitions <br />Item Description: Roseville School District property-development proposal review <br />Over the past two years, the Roseville School District has been. working on a proposal to <br />redevelop approximately 80 acres owned by the school district south of Lake Owasso. This <br />property is south. of South Owasso Boulevard, west of Western Avenue, and east of Dale Street. <br />The. school district has hired the planning firm of Dahlgren Shardlow, and Uban to assist them in <br />their development efforts. Jim Orr, of the engineering firm of Shoell and Madson, consultants to <br />the school district, will be available at the GLWMO Board meeting to present the proposed <br />development and to discuss the proposed. drainage. system. Specific information will be available <br />regarding water. quality and its impact to Lake Owasso. <br />Currently, the majority of this parcel. is landlocked and drains towards Wetland Basin 5, as <br />identified on the attached drawing. Wetland Basin S is approximately 16 feet lower than Lake <br />Owasso. Currently, stormwater is held in this basin until it percolates into the granular soils that <br />exist on the site.. Stormwater from the proposed development will still reach this low wetland <br />area. Because of the difficulty in estimating the rate,of percolation and the uncertainty of this <br />wetland's ability to drain once development related sediment is deposited, a pumping station is <br />proposed. that will discharge water directly to Lake Owasso.. Currently, the school district and <br />City are discussing ponding requirements for both stormwater quantity and stormwater quality. <br />Other issues regarding this project that affects GLWMO includes the reatment of steep slopes, <br />erosion control, both during and following construction.: Protection of existing wetland. basins, <br />andprotection of wildlifehabitat. Amore detailed summary of issues will be presented, at the <br />January 26, 1995, meeting once Roseville staff has had an opportunity to•review the school <br />district's submittal in more detail <br />RECOMMENDED BOARD.ACTION: <br />Following discussion of the proposed development, the board may wish to forward comments or <br />recommendations to the City of Roseville's Planning Commission and City Council. <br />
