Grass Lake Watershed Management Organization
SEH Quarterly Consultant Report
January 19, 1994
Page 7
4. Professional Services
At the October 27, 1994 Board Meeting, in an effort to improve our services, I entertained
the idea of transitioning the professional services responsibilities to a member of our staff
who, while being very well qualified, will be able to provide more timely service at a more
affordable rate. I appreciate your being receptive to this change as reflected in the meeting
minutes. At this time, I would like to introduce Marty Rye from our staff v~Tho will take over
the Grass Lake WMO consulting duties following this meeting. Because of my history with
Roseville, Shoreview and GLWMO, I would continue to serve in an overview role, without
having specific day to day responsibilities.
Marty Rye came to SEH in April of 1994 from the Department of Natural Resources, ~~here
he served as a hydrologist for five years. He is experienced in a wide variety of water
resources activities including shore land and floodplain issues, lake management, wetlands,
storm water management and routing, water quality modeling, design and evaluation of
Best Management Practices and permitting. Marty's understanding of the regulatory
climate and his ability to work with people are two of his stronger assets.
Since coming to SEH, Marty has served the City of Oakdale as consulting water resource
engineer. Marty has worked very closely with Brian Bachmeier, City Engineer on several
projects similar to those no~~ being considered by GLWMO or the member cities including:
Reviev~~ of Valley Branch Watershed Districts revised Watershed Plan and Lake
Management Strategy .
Mitigation of Olson Lake Estates discharges from Oakdale to Olson Lake in Lake
Elmo.
The 440-acre development in southeastern Oakdale, including hydraulic and
hydrologic design, water quality (WURP), ponds and wetland evaluation.
Marty is a lifelong resident of the area having gro~~n up in Shorevie~n~, actually within the
Grass Lake Watershed, and now residing in Arden Hills. Marty is fully capable of meeting
all the needs of the WMO.
