GRASS WATER AGE NT ORGA TION
AGENDA ITEM
Date: 4/27/95 Prepared b j~ Karl P. Keel Item: A-2
1 ~L Organizational Items
Item Description: Staff reports on pending matters
-New developments/projects within Roseville affecting the GLWMO:
a. School district redevelopment at Owasso/Western/Dale
Following a presentation by representatives of the school district, the GLWMO
Board, at its January 30, 1995, meeting, passed a resolution. forwarding the following
comments to the City of Roseville Planning Commission and City Council..
Comments regarding current status follow each item.
(1) The potential pumping from Wetland Basin 5 should be analyzed with
regard to flooding on Lake Owasso. Some properties, especially on Sandy
Hook Drive, are very susceptible to high. water levels on Lake Owasso.
The pumped outlet to Lake Owasso is currently being routed to the east to a
large DNR protected wetland at the corner of Western Avenue and South
Owasso Boulevard. This wetland drains easterly underneath South. Owasso
Boulevard to the large .wetland in Lady Slipper Park. This wetland is directly
connected to Lake Owasso. The rate of discharge to Lake Owasso is very small
compared to the total discharge to Lake Owasso. This additional discharge will
have a negligible effect on high water levels in Lake Owasso. By routing the
stormwater through an additional ponding system, the direct impacts to Lake
Owasso will be further minimized.
(2) The Board commended the school district for the proposed treatment of
on-site run-off and encouraged the district to provide treatment for off-site
drainage wherever feasibly possible.
The current school district plans show some sort of treatment for all the
stormwater generated on or entering the site. All the on-site drainage is routed
through a minimum of one NURP basin. The off-site drainage west of Dale
Street will be treated in a newly constructed grid chamber prior to its discharge
into the existing wetland.
