School Additions and renovations and have the following <br />comments: <br />1. In regard to stormwater management, several options have been <br />discussed.. The proposal to place a dike across the southwest <br />arm of Willow Pond (62-210) was looked at. Due to the <br />filling prohibition in our rules, a DNR Protected Waters <br />permit for this option would most likely be denied. <br />Any stormwater treatment system will have to occur on site. <br />The proposed Grit Chambers will provide limited sediment <br />removal and will need cleaning several times a year. The <br />clean-out material may also pose a problem; Grit Chamber <br />sediment is sometimes considered hazardous waste. I <br />understand that the city has requested that the school <br />district look at other options for treating stormwater run- <br />off . <br />I am aware of several types of systems that could be <br />incorporated that would reduce sediment and/or contaminants <br />from reaching Willow Pond. Pond systems, infiltration <br />systems, wetland systems, and filtering systems may be able to <br />be incorporated in the present design. New stormwater <br />treatment technology and the understanding of it all is <br />constantly evolving. I am therefore unable to recommend one <br />system over another. <br />2. Any activity below the Ordinary High Water Elevation (OHW), <br />which alters the course, current, or cross-section of Willow <br />Lake (#62-219), is under DNR jurisdiction and may require a <br />DNR Protected Waters Permit.
