The current language has the net <br />effect of having plans effective either through <br />1995 or 2000. Currently 39 watershed man- <br />agement organizations are scheduled to <br />revise plans in 1995. <br />• Priority review schedule: Adds a new <br />provision to the law which allows BWSR, in <br />consultation with state agencies and the <br />Metropolitan Council, to establish a priority <br />review schedule. Plan revisions and plan <br />review will be guided by the priority sched- <br />ule. Existing plans will remain in full force <br />and effect until the BWSR notifies the water- <br />shed management organization of its review <br />date schedule. <br />• Local and agency review of plans: <br />Modifies the existing review procedure by <br />adding preliminary agency review at the <br />same time as local review, and adds a re- <br />quirement for a public hearing on the plan <br />and proposed changes before the plan is <br />submitted for the final state agency review. <br />• Agency sanctions: Authorizes state <br />agencies to withhold state funding for water <br />programs and projects and delegation of <br />state water resource regulatory authority <br />within the watershed from local government <br />units. Allows BWSR to request agencies to <br />withhold portions of state aid funding used <br />for the installation of curb and gutter and <br />other drainage facilities of public transporta- <br />tion projects within the watershed. <br />Levies/financing ( .S.103.241) <br />• Watershed plans and projects: Elimi- <br />nates confusion over metro watershed dis- <br />tricts' ability to utilize the levy authority pro- <br />vided by this section for plan implementation <br />as well as plan development. The debate <br />continues on whether the current wording of <br />"Notwithstanding any provision to the con- <br />trary in chapter 103D, a watershed district <br />may levy a tax sufficient to pay the increased <br />costs to the district of implementing sections <br />1036.231 and 1036.235" means levy author- <br />ity applies to plan development costs only or <br />also to costs associated with plan implemen- <br />4 <br />
