The executive summary needs to be simplified and more directly address the <br />goals and objectives of GLWMO's lake planning effort. <br />2. The TAC discussed the general water quality trends in each. lake. <br />The TAC discussed potential reasons for the high turbidity in Lake Owasso <br />noting high power boat usage, high. herbicide treatment, and the shallow nature <br />of Lake Owasso. <br />Rye noted that a revised executive summary will be completed by August 15, 1995 <br />D-2 MPCA's proposed wetland guidelines. <br />Earlier in the day on July 20, 1995, Marty Rye attended a meeting with the <br />Minnesota Pollution Control Agency (MPCA) to discuss a draft document entitled <br />"Guidance for Evaluating Urban. Stormwater and Snow Melt Run-off Impacts to <br />Wetland." Rye noted that this document, while not a formal rule, will likely be <br />implemented by other agencies as a rule. Rye noted concern that standards outlined <br />in this draft report may not have received adequate public input. The guidelines <br />outline standards to be applied to newly constructed storm sewer systems that <br />discharge into existing wetlands. The purpose of the guidelines is to protect the <br />existing wetlands from damage caused by new run-off. <br />Rye noted that the adoption of these guidelines may have large impacts on <br />metropolitan communities. The Board directed staffto investigate potential impacts <br />to both Roseville and Shoreview and report the findings to the Board at its next <br />meeting. <br />E.
