For more information, contact Roger <br />Bjork, MPCA, 612/297-8512. <br />rolu Tank Leak <br />rvtio ror <br />Funding from the Petrofund will provide for a <br />technical assistance and training program for <br />petroleum tank owners to prevent future <br />environmental problems, emphasizing leak <br />prevention and pollution prevention. The goal of <br />the program is to reduce future spills, minimize <br />future Petrofund costs and increase voluntary <br />compliance. <br />grant formula for county <br />feedlot program <br />1) $5,000 plus $5 multiplied by the number of <br />livestock or poultry farms with sales greater than <br />$10,000, as reported in the 1992 Census of <br />Agriculture; or <br />2) for counties that have conducted a feedlot <br />inventory: $5,000 plus $15 multiplied by the <br />number of feedlots with greater than ten animal <br />units as determined by a level 2 or a level 3 <br />feedlot inventory conducted in accordance with <br />the Feedlot Inventory Guidebook published by <br />BWSR, dated June 1991. <br />Early in 1995, the MPCA changed the original <br />funding formula to allow for more substantial <br />awards. The new funding formula allows these <br />counties to receive base grants according to <br />either of the following formulas: <br />New Language <br />In 1994, the Minnesota Legislature authorized <br />funding for a County Feedlot Grant Program. <br />The purpose of the program was to assist <br />counties with the costs of administering the <br />feedlot program, as well as technical assistance, <br />outreach and enforcement activities. The grant <br />program is administered by the Minnesota <br />Pollution. Control Agency and is awarded through <br />the BWSR Natural Resources Block Grant. The <br />grant program has two components, a base and <br />a challenge grant. Awarding base grants to <br />counties that have assumed responsibility for the <br />program is a first priority. Any remaining monies <br />are available for the challenge grant process. <br />Counties that are administering the feedlot <br />program can receive base and/or challenge <br />grants. Counties that. are not administering the <br />program can apply for a challenge grant. <br />During 1995, a total of $550,000 was awarded to <br />counties by the MPCA. Base grants were <br />awarded according to a formula set in the <br />original legislation. These formulas were as <br />follows: <br />1) $5,000 plus $15 multiplied by the number of <br />livestock and poultry farms with sales greater <br />than $10,000, as reported in the 1992 Census of <br />Agriculture; or <br />2) $5,000 plus $25 multiplied by the number of <br />feedlots with greater than ten animal units as <br />determined by a level 2 or level 3 feedlot <br />inventory conducted in accordance with the <br />Feedlot Inventory Guidebook published by the <br />BWSR, dated June 1991. <br />Challenge grants will be awarded on a <br />competitive basis using any remaining monies. <br />Challenge grant proposals will be receiving <br />additional scrutiny this year. Consequently, <br />fewer challenge grants may be awarded. <br />Counties should apply for base and challenge <br />grants through the BWSR Natural Resources <br />Block Grant application process which begins in <br />late 1995.
