Mtssoun 66102 h --~ <br />wlsconslN This spill contingency planning effort is being done pursuant to the Oil Pollution Act of <br />Patrick Osborne <br />Eaecutire Assistant 1990 (OPA), which mandated the development of oil spill contingency plans throughout the <br />V.'isconsin Deparrment o.` <br />De~~elopment country. Inforn~ation that you provide will be incorporated into the Minneapolis /St. Paul Sub-Area <br />Office of the secretary <br />123 ~~ Wash!ngton A,enue Plan, to assist emergency spill response in the seven-county Twin Cities metropolitan area. The <br />Madison. V~'isconsin ss~os Minneapolis/St. Paul planning effort has been underway for the past two years and is part of <br />broader planning covering the states of Illinois, Indiana, Michigan, Minnesota, Iowa, and <br />Wisconsin. The present effort in the Twin Cities involves a variety of local, state, and federal <br />agencies and private organizations through their participation in the Minneapolis/St. Paul Sub-Area <br />Committee. <br />By way of back_aro»*rd. the ASSOCIat]OP. IS an organization formed by tl?P rnvernnrc of rte? <br />Upper Mississippi River Basin states to provide a forum for discussion and collective action on <br />water resource issues and problems facing the region. Among the many collaborative efforts that <br />the Association has supported is the work of the Upper Mississippi River Spills Coordination <br />Group, which has published the Upper Mississippi Spill Response Plan and Resource Manual. <br />The Association has also facilitated the Minneapolis/St. Paul planning effort. <br />Recent trial use of the draft Sub-Area Plan and a series of custom maps showing resources at <br />risk and potential spill sources has illustrated the need to provide spill responders with clear <br />information on unusual hydrologic features, which have been referred to by responders as "funny <br />plumbing."
