Summer/Fall 1995 WATER TALK Page 19 <br />Flood Insurance Program and the Federal <br />Emergency Management Agency. Some of these <br />losses were attributable to sewer backups and <br />high ground water and were not associated with <br />overbank flooding. However, between 1978 and <br />1993 almost 25 percent of the National Flood <br />Insurance Program claims were for buildings <br />located outside the 100-year floodplain. <br />Rain falling on saturated. fields caused <br />about 80 percent of the crop damages reported <br />from the 1993 Midwest flood. No amount of <br />flood control or floodplain management would <br />have prevented this damage. Agricultural <br />losses amounted to about half of the total <br />damages reported in the 1993 flood. <br />In areas experiencing substantial repetitive <br />flooding, acquisition of structures may be <br />warranted. More than 8,000 properties at 177 <br />selected locations have been targeted for <br />buyouts in the Midwest following the 1993 <br />flood. <br />Those living in harm's way-in the <br />floodplain may need to take more financial <br />responsibility for protecting their property. <br />Many floodplain residents do not have flood <br />insurance and rely on government for grants, <br />low interest loans, and disaster payments <br />following a flood. <br />The Corps' St. Paul District served as <br />coordinator for preparation of the report. <br />Copies of a seven-page executive summary <br />or the full report are available at no charge from <br />the Corps of Engineers by contacting: <br />St. Paul District, U.$.
