A Minnesota Pollution Control Agency <br />survey of wastewater treatment needs esti- <br />mates treatment costs at nearly $600 million <br />and costs to upgrade on-site systems not <br />adequately treating waste at $1.7 billion. At <br />the same time, many communities are finding <br />it difficult to meet these needs as federal <br />funds diminish, grants are replaced by loans <br />and pressures increase for state and local <br />resources. <br />Meeting Minnesota's Water and Wastewater <br />Needs: A Working Paper, was developed in <br />December 1995 as part of a joint study by the <br />Environmental Quality Board (EQB) Water <br />Resources Committee and Minnesota Plan- <br />ning. It provides information about the state's <br />water supply and wastewater treatment <br />needs and funding. Based on comments and <br />suggestions received, options are now being <br />developed to improve the existing situation <br />and prevent future problems.
