~' <br />BATB: December 5, 1995 <br />TO: Tim Haertel <br />FR®iVI: Matt Moore <br />R~: Summary of Watershed Annual Reporting <br />Annual reports submitted by metropolitan Water Management Organizations (WMO), for 1993 and <br />1994, were summarized using three elements of the report requirements. The BWSR examined <br />activity reports and work plans, local plan approval, and WMO news letters, in an attempt to <br />determine if basic information is included in the annual reports. Tabulation of the annual reports <br />received by the BWSR over the past two years, indicates there is no consistency in which WMOs are <br />reporting. Therefore, since the total number and which WMOs reporting each year varies, it is <br />difficult to arrive at any specific conclusions. One conclusion that can be drawn, is that a minority <br />of the WMOs are complying with reporting requirements. <br />The reports submitted for 1993 and 1994 show 35% of the WMOs reported on a yearly basis, 33% <br />reported once out of two years, and 33% did not report. The total percent of WMOs reporting in <br />1993 was 61%, and 41% in 1994. The 120 day reporting deadline was met by 54% and 42% of <br />WMOs in 1993 and 1994, respectively. <br />Content of the annual reports was consistent, however the quality of the information did vary from <br />one WMO to another. Review of the reports indicated 59°'° and 37% contained an activity report <br />and annual work plan in 1993 and 1994, respectively. Local plan approvals indicated an overall <br />percentage of approved plans maintained at 20% between the two years, based on an average of those <br />WMOs reporting. Based on a total count of local plans approved and total plans possible, the <br />percentage dropped form. approximately 12% in 1993 to approximately 7% in 1994. This variability <br />demonstrates the overall variability of the data. Review of the annual reports for some type of WMO <br />newsletter or informational article, show 35% of WMOs utilized this tool in 1993, and 24% in 1994. <br />The variability which WMOs are reporting does not allow any definite conclusions to be drawn. The <br />stunmary does indicate that annual reporting is not consistent from WMO to WZYIO or year to year. <br />Compliance to the annual reporting rule is not a problem from the information collected in 1993 and <br />1994. There needs to be a consensus, among the agencies, of which elements of annual report are <br />pertinent for determining WMO activity and subsequent compliance. This will allow a stronger <br />emphasis to be placed on the annual report and provide further consistency to the process. <br />
