Cost Efficient: Initial -- projects that leverage planned in-kind and cash <br />expenditures of related activities (e.g. public land <br />improvements) or a site where credits can be established <br />and shared with partners (e.g. local government units). <br />Long-term -- sites with minimal maintenance <br />responsibilities. <br />5. Timeline: Expediency is needed to maintain. no-net-loss. <br />6. Local demand anal support: Seek sites where wetland restoration is desired by <br />citizens. <br />7. Public Use: Sites with public access would be desirable (e.g. parks and <br />Wildlife Management Areas). <br />BWSR expects to formalize the mechanisms and criteria of this program in September 1996. <br />Please submit any comments or ideas through the BWSR Board Conservationist for your area. <br />VI. REGULATORY SIMPLIFICATION <br />The advantage of this "new deal" for public roads benefit both the road authorities (as a <br />majority of the paperwork and responsibility is diminished) and the environment (as <br />unavoidable wetland impacts will be replaced/mitigated via professional design and <br />management as overseen by BWSR). Although these changes to the WCA accomplish <br />wetland regulatory simplification for road authorities at one level, in order to achieve <br />meaningful long-term results the time is now to begin serious efforts to coordinate all levels <br />of wetland regulation into an efficient, effective package. The Interagency Wetland group <br />will continue to work with local and state road authorities to develop a package with a <br />completion goal of early 1997.
