To stabilize. <br />conditions of ground water use during the study, the <br />DNR Division of Waters is using a provision. of its <br />water management rules to declare an official, "water <br />use conflict." This will essentially freeze ground <br />water pumping at current levels. During this freeze, <br />all permitted water users will be able to pump <br />according to their current permits, but increases in <br />pumping, and. new permits, will. be restricted. Letters <br />to all existing permit holders were sent out and the <br />moratorium for increases to existing permits became <br />effective on May 10, 1996. <br />To the greatest extent possible, all affected <br />parties will be involved in this project, including the <br />DNR, Trout Unlimited, Minnesota Center for Envi- <br />ronmental Advocacy, Minnesota Pollution Control <br />Agency, U.S. Geological Survey (USES), Pinelands <br />Executive Committee, Headwaters Audubon Society, <br />Hubbard County Extension Service, Central Minne- <br />sota Imgator5 Council, area landowners, citizens, <br />local government officials, local business owners, <br />and anglers. <br />A Straight River Citizen's Forum will. be <br />established to provide opportunities for input, <br />discussion, and exchanging ideas and information <br />about the project and related issues.
