Spring/Summer 1996 WATER TAIK Page 3
...continued from -previous page
This information will be used to build a scientific
database for computer modeling of possible impacts
to the Straight River and its watershed associated
with the pumping of ground water. To stabilize.
conditions of ground water use during the study, the
DNR Division of Waters is using a provision. of its
water management rules to declare an official, "water
use conflict." This will essentially freeze ground
water pumping at current levels. During this freeze,
all permitted water users will be able to pump
according to their current permits, but increases in
pumping, and. new permits, will. be restricted. Letters
to all existing permit holders were sent out and the
moratorium for increases to existing permits became
effective on May 10, 1996.
To the greatest extent possible, all affected
parties will be involved in this project, including the
DNR, Trout Unlimited, Minnesota Center for Envi-
ronmental Advocacy, Minnesota Pollution Control
Agency, U.S. Geological Survey (USES), Pinelands
Executive Committee, Headwaters Audubon Society,
Hubbard County Extension Service, Central Minne-
sota Imgator5 Council, area landowners, citizens,
local government officials, local business owners,
and anglers.
A Straight River Citizen's Forum will. be
established to provide opportunities for input,
discussion, and exchanging ideas and information
about the project and related issues. From time to
time during the course of the study, informational.
reports will be issued and open meetings will be
conducted to keep all interested stakeholders in-
formed and involved.
For more information about the Straight
River watershed study project, contact John Linc
Stine, DNR Division of Waters in St. Paul at 612-
296-0440; or Bob Memtt, DNR Division of Waters
in Detroit Lakes at 218-847-1580; or Dennis Ernst,
DNR Area Fisheries Manager at Park Rapids at 218-
732-4153. ^
:: = - _ ,>
- Water Talk is publrshed by the
Minnesota.
