Is it all aspects of <br />the current ordinance, or any one change? Can we change only some parts of the current <br />Roseville ordinance and keep others, and still maintain grandfathering ofthe retained <br />elements? <br />Is Grass Lake Water Management District a Lake Conservation District or is it a management <br />area? (8bB.205.2C) <br />Does the 300' n~le apply or not apply to shoreline owners (i.e. perpendicular in/out from shore)? <br />I Jnder the current ordinance, can a boat go within 300' of shore is nee one is on the shore? <br />Does a new ordinance have to cover the entire lake, or can it be "zoned", with different rules for <br />different regions. <br />Who enforces the current ordinances? <br />Regardless if the ordinance is changed or not, would the city be liable for any accidents on the <br />lake? <br />What effect would an ordinance change have on other lakes in or partly in Roseville, such as <br />McCanons and Josephine? <br />What role do the couniy commissioners have, if any. in setting rules or in determining the nxlure <br />of enforcement and permitting? <br />With regard to seasonal permits, does the sheriff consider only safety, or are there any other <br />criteria? <br />What is the legal status of the current procedu~e for granting annual permits? Is the sheriff' obliged <br />to follow the cities' wishes? (sheriff ol~tatns approval of both Roseville and Shoreview <br />before granting; public notificarior~ an 'or hearing and ci~y-level decision-making process) <br />What are the specific riparian rights? <br />Do shore owners have the right to clear acces from shore to lake? <br />Is there a right not to have one's shoreline era ed? <br />Do shoreline or~uers have the right to put ou docks, rafts, or buoys in order to discourage boat <br />traffic near their shore or to indicate flt~ extent of the no-wake buffer zone? <br />
