Fedt <br />2365 - 17th Street NW <br />New Brighton, MN 55112 <br />RE: Limited Permit #97-6051, Beach Construction, Lake Owasso (62-56P), City of Roseville, <br />Ramsey County <br />Dear Mr. Fedt: <br />Enclosed is Limited Permit #97-6051 authorizing construction of asix-inch-thick sand beach along <br />40 feet of shoreline extending 20 feet waterward of the ordinary high water elevation of 886.6 feet <br />(NGVD, 1929) for Lake Owasso. Please note that this permit does not allow you to place the full <br />35 feet of sand that you requested in your application.. Especially note Special Provision 2 that <br />prohibits the placing of additional sand on the beach. <br />We are guided in our decision to limit your permit and impose certain Special Provisions by the <br />comments of the Area Fisheries Manager that state: "This is a very shallow area and it is a natural <br />catch area for sediments." Our decision was also guided by the recommendations of the Ramsey Soil <br />and Water Conservation District that "DNR Permit Application 97-6051 be denied ....This may <br />be another case of trying to fight mother nature and causing considerable negative environmental <br />externalities. There is evidence to suggest that altering natural shoreline causes long-term lake water <br />quality problems." <br />Permits can only be issued if there is evidence of a stable supporting foundation. The adequacy of <br />the bottom material to support the placement of sand can only be assessed during normal water level <br />conditions. Therefore, this permit is being limited to allow the placement of sand in an area that <br />extends twice as far lakeward as is allowed without a permit. If sand placement proves successful <br />after three (3) years, an amendment maybe allowed. to place sand up to 35 feet out, as requested. <br />If you are aggrieved by the Department's decision, you have 30 days from receipt of this order <br />to demand a public hearing and to submit a $500.00 bond or you lose the right to any future <br />appeals. <br />DNR (ntorm~tion: 613-396-617.
