Appro~•al and discussion of minutes from 12-18'96. <br />1`linutes were unanimoush• appro~•ed with the following corrections and discussion: <br />Minimum muskie size is 48" (question #2); additional properties on the 1 ~29 mailing list are at the <br />SE end (p. ~ line 6); 7 3: p.4 should be attributed to Da~•e Zappetillo. <br />Jim Stark will get further clarification from Joel Schilling on the significance of annual ~•s. <br />monthl5• water clarity trends. ??'ith regard to watershed project expenditures ~•s. possible lack of <br />significant impro~•ement so far: panelists expected ~•er}' slow impro~•ement (Schilling) and affirmed <br />the importance of reducing nutrient inputs from the watershed (Schilling. Noonan. 4#; Zappetillo: <br />#9). <br />2. Planning for 1~29.9~ public input meeting: <br />Preliminar~• discussion. <br />The city council is looking to the task force for solid recommendations on the no-wake buffer <br />issue (SN). <br />The 11/96r''9~ petition to Rose~•ille's-city council indicated strong opposition (122 signatures. <br />>90~c signed) to adopting the 1~0' buffer zone if it meant a 2nd ski slalom could be installed (PE). <br />Discussion of skiine acti~•ity on the lake ensued. An application fora 2nd slalom in the S??" end <br />should be separate from the no-wake ordinance and is unlikely to be approred b~• the city due to <br />strong neighborhood objection (G?;: ). The Lake Owasso Safe Boating club (elet•en families) <br />exists to obtain insurance through the American ??'Ater Ski Association. New members are <br />accepted only if the~• use the equipment appropriatel}•. The installers of the.temporar}~ course in the <br />Sn: end in 199 are now members. :~ second (or temporary) slalom will probabl5• not be pursued <br />but would be an ad~•antage in certain weather, also, the existing slalom is hea~•il}• used. Six other <br />seasonal courses are ai•ailable on local lakes. Complaints about the slalom and jump are sent to the <br />club person in charge and are returned to the citt• or sheriff if not resolt•ed (DA). 'Multiple uses of <br />the lake need to be protected (KL). <br />Problems with the 300' ordinance include enforcement, different laws for skiers and other <br />motorists. public ignorance. and restricted boating in the S??- end. The DNR's current regulatory <br />options do not include boat-boat or skier shore no-wake buffers as in the current ordinance. h•iitch <br />Con~•erse could assist the task force in drafting a new• ordinance (G~-). <br />Preliminar~• consensus was de~•eloped b}• a roundtable discussion. summarized in item #3. <br />Prcparc agenda. <br />The LOTF needs to present a preliminar}• consensus on 1%29 to provide a useful focus for <br />discussion. The first part of the meeting will proride brief background, the "preliminary <br />consensus" of the task force. and issues relevant. to consensus development. A brief handout <br />summarizing our findings will be distributed at the beginning of the meeting.
