Lake Owasso Task Force
1i29!9~' minutes
attending: Deane Anklan, Peggy Egli, John Gramer, Kate Linder, Sheila Prok, Jim Stark. Jim
Vanous, Betty Wolfangle, Gary Wood, Steve North
chair: Garv ~Tood
1. Lake Owasso Task Force presentation to the public
Gary ~,'ood described the purpose; history, and goals of the LOTF to the ~26 persons present.
Task force members introduced themselves. The current, "grandfathered" Roseville and
Shore~•iew ordinances for Owasso were described as was the 1994 Shoreview ordinance.
Summaries of issues examined were presented orally and in handouts: legal <Jim Vanous),
environmental <Jim Stark). safety and enforcement (Dean Anklan).
Gary Wood presented the task force's preliminary consensus; to adopt a realistic, uniform, and
enforceable ordinance similar to that proposed by Shoreview. Peggy Egli summarized related
issues and recommendations: (1)provide education about boating laws, lake depth; and
environmental issues via the Lake Owasso association; boat ramp signage, a 1~0' buoy,
community news, and enforcement: (2) support boating law enforcement via the Lake Watch
group and by city purchase of additional water patrol hours, and <3) assure public input on permits
including the slalom and jump.
2. Public comment
Julie and John Ledy's letter to the city was read aloud by Steve North. A letter from Tony Starr
~c•as gii•en to Steti•e North and read aloud by Ann Starr.
Carmen Bell. 807 Heinel Dr.:
The DNR gives too much power to the sheriff and she has contacted Sen. Marty and Rep.
Greiling about this. She receic•ed a sheriffs warning fora 300' setback violation by her pontoon
boat: which was not in use at the time. Last fall. a float plane came dangerously close to her shore
while people were present.
The LOTF found that air traffic is regulated by the FAA, nat local ordinance (GW).
Mrs. Bell thanked the task force for their work; she expects to see some compromise result,
to which we'll all adapt.
Rob Linder, 631 Heinel Dr.:
The 1~0' ordinance looks OK but he would like to see skiers stay at 300', since, in his
experience, they are the main problem and are faster than other traffic. A concern is that, with a
1~0' no-wake buffer, skiers on a 7S tow rope could come within 90-100' from shore. He
obser~•ed there are more skiers and powerboats on the lake now than in 193 when the existing
ordinance was passed; and that is common. that laws are not enforced unless there is a problem.
lane Spartz, 649 Heinel Dr.:
Why is 150' enforceable while 300' is not ?
300' is more difficult to visualize (4 tow-ropes, DA), violators tend to receive warnings
rather than citations (JG), and 1 ~0' would be true for all motorcraft, regardless whether persons
were present on shore (JV). The sherdsays 1 SO' is more enforceable (KL) although the
enforcers themselves have been confused about the no-wake ordinance (JV).
Ann Starr, 2986 W. Owasso:
Enjoys Owasso's close-in location and both active boating and pontooning within 150' of
shore. She questioned the number and type of 300' no-wake violators. Boat crowding due to the
Lake Owasso Task Force. 1/29`9 % minutes 1
