Lake Owasso Task Force
3/5/97 minutes
present: Gary Wood, Dean Anklan, Kate Linder, Betty Wolfangle, John Gramer, Sheila
Prok, Jim Stark, Steve North
absent: Pegli Egti, Jim Vanous
chair: Gary Wood
Wood opened the meeting by thanking the Lake Owasso Task Force (COTE) members for their
work on the committee
1 Approval of the 2!15/97 minutes: Anklan expressed concern over issue of towed skiers.
Wood indicated that the buffer could be written into the ordinance so that it would apply to skiers
as per discussion with Terry Roessler. Gramer suggested that the proposed ordinance be changed
with respect to "boats passing between docks and rafts if swimmers present" and that this
restriction be limited to within 150 feet of shore so as not to allow restriction of the use of the
lake at distances of greater than 150 feet. Members agreed with suggested change.
Minutes of the 2/I 5 meeting were approved unanimously after considerable discussion
2. Old business: Prok presented concerns and recommendations from Vanous that a ski cowse
might be allowed in the southeast end of the lake under the proposed ordinance and that the
current ordinance may be preferable- Discussion followed regarding the proposed
recommendation to council to discourage any ski course in the southeast end. The members
presene did not consider any changes to the recommendation of a 150 feet buffer but did decide
that the recommendation to discourage a ski course in the southeast end of the lake be brougfit
forward to council as a strong recommendation.
3. Discussion of recommendations from 2/15/97 meeting that are in addition to the proposed
ordinance.
Gramer suggested that the LOTF vote on each of the recommendations made at the 2/12!97
meeting.
Stark made a motion (Gramer second) that recommendations 1-6 be made to the council by the
LOFT.
Prole made a friendly amendment suggesting that recommendation 10 be added to the group
under consideration (Anklan second). Discussion centered around leaving recommendation 10
outside of recommendations 1-6 and that Wood reword #la. Friendly amendment was
withdrawn. Original amendment passed unanimously.
