October 20, 1997 <br />To: Cn•ass Lake Management Organization Board <br />I?rom: Karl P. feel, Roseville Director of Public Works r <br />Re; STAk'k' REPORTS ON PENDING MATTERS - ROSEVII.LE <br />The following is a summary of projects which have an impact on the Grass Lake Water <br />Management Organization watershed: <br />Owasso Hills Subdivision. This residential project has been ongoing for a <br />number of years. Homes continue to be constructed. Generally, stormwater from <br />this project is collected within existing wetlands. During larger rain events, <br />stormwater is pumped from this subdivision to an existing wetland near the <br />intersection of Western Avenue and South Owasso Boulevard. This wetland -- <br />traditionally drained across South Owasso Bouievar-d to Ladyslipper Park and <br />finally to Lake Owasso. <br />In approximately l 980, the culvert under South Owasso Boulevard was plugged <br />rendering the wetland landlocked. This past summer, as a result of the large <br />amount of rain and development of new townhomes immediately west of the <br />wetland, minor flooding has occurred that. has required the city to manually pump <br />stormwater from the wetland to Ladystipper Park. Throughout the sumr-ner the <br />city has attempted to acquire an easement across private property to restore the <br />original drainage to the area. Unfortunately, easement negotiations were <br />unsuccessful. To remedy this situation, the city is installing a new outlet to this <br />wetland along the east side of South Owasso Boulevard that will connect the old <br />culvert under the road to an existing stormsewer system further south. 1 his <br />exisrting system discharges to Ladyslipper Park. Therefore, the overall drainage <br />pattern will remain the same. <br />2. Lakerid~~e N_ursing_Home, in July I reported that the Lakeridge Nursing home <br />planned to construct a new parking lot north of their facility that would have <br />required a large amount of grading and the construction of a large retaining wall. <br />in response to neighborhood and city concern, the nursing home has agreed to <br />pursue other parking solutions rather than disturb the neighborhood. The home is <br />currently working with Merideth Cable, the owners of the old Owasso School, to <br />develop a joint parking plan. <br />ZO/ZO 'd 8T ~ OT ~6.
