October 20, 1997
To: Cn•ass Lake Management Organization Board
h'rom: Karl P. Keel, Roseville Director of Public Works
Re- STAFF REPORTS ON P1/Nll1NG MATTERS - ROSEVILLE
The following is a summary ofprojects which have an impact on the Grass Lake Water
Management Organization watershed:
Owasso Hills Subdivision. This residential project has been ongoing for a
number of years. Homes continue to be constructed. Generally, stormwater from
this project is collected within existing wetlands. During larger rain events,
stormwater is pumped from this subdivision to an existir~C wetland near the
intersection of Western Avenue and South Owasso Boulevard. This wetland
traditionally drained across South Owasso Boulevard to Ladyslipper Park and
finally to Lake Owasso.
In approximately 7 980, the culvert under South Owasso Boulevard was plugged
rendering the wetland landlocked. This past summer, as a result of the large
amount of rain and development of new townhomes immediately west of the
wetland, minor flooding has occurred that has required the city to manually pump
stormwater from the wetland to Ladyslipper Palk. Throughout the sum~•ner the
city has attempted to acquire an easement across private property to restore the
original drainage to the area. Unfortunately, easement negotiations were
unsuccessful. To remedy this situation, the city is installing a new outlet to this
wetland along the east side of South Owasso Boulevard that will connect the old
culvert under the road to an existing stormsewer system further south. This
existing system discharges to Ladyslipper Park. Therefore, the overall drainage
pattern will remain the same.
2. Y.,akerid~e Nursing Home. In July I reported that the Lakeridge Nursing Home
planned to eonstnict a new parking lot north of their facility that would have
required a large amount of grading and the construction of a large retaining wall.
In response to neighborhood and city concern, the nursing home has agreed to
pursue other parking solutions rather than disturb the neighborhood. The home is
currently working with Merideth Cable, the owners ofthe old Owasso School, to
develop a joint parking plan.
ZOiZO 'd 8 i :OZ z6~ OZ ~-~0 SlZZ-06G-Zt9~ xe~ ~~~I~3S02i .~0 J.lIO
