Our Metro Region staff advises me that they are very much aware of <br />this project, in fact, two enforcement officers and two hydrologists have visited the site several times. <br />The person in question did have a permit to place 15 yards of sand along 40 feet of his frontage, and to <br />excavate a navigational access-channel with a 15-foot bottom width, 4 to 1 sideslopes, 4 foot depth <br />and a 65-foot length. Our inspection found that the channel bottom averaged no more than 4 feet deep <br />and that all other dimensions were followed. Shoreline landscaping work authorized by the City of <br />Roseville was taking place at the same time as the dredging, and my staff agree that the overall site <br />was a mess. However, the owner did clean up the site when these problems were pointed out to him. <br />State law requires notification of the local Soil and Water Conservation District (SWCD}, the City, and <br />the Watershed Management Organization (WMO}. Those agencies are to represent local interests <br />and they have 30 days upon receipt of the application to express concerns. On t articular ~ <br />application, the WMO and City chose not to comment. <br />~^ ~ <br />I suggest that your Association discuss this matter with the Grass Lake WMO. We send them copies <br />of all applications for work in Owasso Lake; however, they do not typically comment.
