Bti~'SR 1leetinp illinutes <br />August ?8, 1997 <br />Pave Ttivo <br />Chair Roer called the meeting to order at 8:40 a.m. and welcomed everyone to Crookston. <br />Chair Roer stated that we're commencing a ne~.v era on the board, agency voting member. Chair <br />Roer introduced Rod Sando, commissioner, Department of Natural Resources; Jim Anderson, <br />Minnesota Extension Service; Sharon Clark, deputy commissioner, Department of Agriculture; <br />Kim Benson-Johnson, attending on behalf of Ke11i Johnson, assistant commissioner, Department <br />of Health; and absent today Peden Larson, commissioner of Pollution Control Agency. <br />Chair Roer thanked Tim Htizdsten, ~vho graciously hosted a wonderful dinner last night for the <br />board; also thanked were staff from Kittson SWCD, Marshall SWCD, Middle River-Snake River <br />Watershed District, Red River Watershed Management Board, ivLASWCD Area I, Mayor Dick <br />Nelson of tij~'arren, Two Rivers Watershed District, and Brian Dwight and Karen Johannsen for <br />organizing a very informative tour of northwestern Minnesota. <br />Chair Roer asked members to introduce themselves. <br />adopt Agenda -The New Business item .-~~, proposal to Gain furtding for limited duration RIitiI <br />easements on riparian sites, will be for discussion rather than decision. ivfoved by Barb Cobb, <br />-58 seconded by titarv Tripp, to approve the agenda as presented. itilotion passed on a voice vote. <br />Approval of itilinutes of Julv 23, 1997 - tiloved by tilarv Tripp, seconded by Lee Coe, to <br />-59 approve the minutes of July 23, 1997 as circulated. Motion passed on a voice vote. <br />Chair's Report -Chair Roer reported that she attended the Environmental Cluster meeting, <br />discussion irctuded budget initiatives and the pipeline for southern Minnesota. <br />Executive Director's Report -Ron Hatnack reported that he attended the ARCS annual meeting <br />on August 26; discussion included MRCS stafnng and training initiatives. Ron. stated that the <br />tour yesterday of northwestern ylinnesota was very good. Ron reported that many activities are <br />going on at this time -- BtiVSR staff are wor'.~cing on the bonding budget; the Farm Se;-rices <br />Agencv (FS.-~) has not fully endorsed the Conse;-~•ation Reserve Enhancement ProQ-ram (CREP). <br />The Governor has issued a letter to Congressman ~Iinge afnrming the state's endorsement of <br />CREP. Aboard member ~.vilI be assigned to the RL~I Advisory Committee. The Department of <br />administration ~-lanagemeat Analysis Divi ion has been contracted. to assist BWSR in assessing <br />administrative support functions, a periodic need as we g'ow in number and progral:a. Ron <br />encouraged the agency me~~ tiers to be involved in the BWSR's committees. <br />Dispute Resolution Committee (DRC) Report - tilarv Tripp reposed that an active appeal with <br />the Metro Airpo~,s Comn~.ission vs the Coon Creek `Vaterhed District is scheduled for a hearing <br />in October.
