~~,® <br />1, <br />~J <br />GRASS LAKE WATER MANAGEMENT ORGANIZATION <br />AGENDA ITEM <br />Date: 2/4/1999 Prepared by: Karl Keel Item: C-1 <br />Reports <br />Item Description: Request for Qualifications-2"d Generation Plan <br />The proposed 1999 GLWMO budget includes funds to prepare a 2nd Generation Watershed <br />Management Organization Plan. This plan, required by the Metropolitan Surface Water Management <br />Act, is considered by many to be the most important document of a watershed management <br />organization. In addition to a comprehensive inventory of water resources, a Watershed Management <br />Organization Plan articulates the goals and objectives of the organization as well as sets operating <br />policies that are used in the day to day management of water resources. <br />At the January 28, 1999 meeting, the board agreed to rank each of the following five firms with <br />regard to their RFQs. Each member and staff were to utilize their own criteria and to be prepared to <br />justify their individual ranking. <br />• Barr Engineering Company, Minneapolis <br />• Bonestroo, Rosene, Anderlik and Associates, Inc., St. Paul <br />• Howard R. Green Company, St. Paul <br />• Short Elliott Hendrickson, Inc., St. Paul <br />• WSB and Associates, Inc., Minneapolis <br />RECOMMENDED BOARD ACTION: <br />It is recommended that each Board Member and Staff discuss their individual consultant ranking. <br />Following the discussion, individual rankings should be compiled in an effort to select one consultant. <br />If the Board finds it difficult to decide between multiple consulting firms or would like additional <br />information, presentations from top ranking firms can be arranged. <br />
