BWSR Meeting Minutes <br />March 25, 1998 <br />Pabe Ttivo <br />Vice-Chair Barb Uppgaard called the meeting to order at 9:00 a.m. in the absence of Chair <br />Kathleen Roer. <br />** Adopt Agenda -Moved by Barb Cobb, seconded by Lee Coe, to approve the agenda as <br />9$-19 presented. Motion passed on a voice vote. <br />Minutes of February 25, 1998 - A correction is needed on page six, regarding the MAWD <br />summer tour -- it will be held June 26-27, in the Joe River, Two Rivers, and Roseau River. Also <br />on page six, regarding upcoming meetings, it should read "southeastern" not southern eastern. <br />** Moved by Lee Coe, seconded by Glenn Annexstad, to approve the minutes of February 25, 1998, <br />98-20 as corrected. Motion passed on a voice vote. <br />Reports <br />Executive Director -Ron Harnack reported that the Environmental Quality Board (EQB) decided <br />to move forward on the Generic Environmental Impact Statement (GEIS) regarding feedlots. <br />Ron stated that an interagency advisory group has been organized, with oversight by EQB. <br />BWSR staff Al Kean will sit on that interagency advisory group. <br />Ron reported that the legislative session is expected. to adjourn by Easter. Ron gave a legislative <br />update. He reported that the BWSR policy bill has been signed by the Governor. <br />Ron reported on the budget. He stated that the Senate decided to shift the obligation for RIM <br />Reserve technical and professional services from the environmental supplemental budget bill into <br />the capital budget bill. The supplemental bill includes portions of the lakeshed initiative; lakes <br />assessment ,rant; updating the lake guidebooks; living sno~vfences. The Senate supplemental <br />budget includes the dairy feedlot cost-share grants. Ron stated that there are three controversial <br />issues: studs on snowmobiles, personal watercraft, and grants to county sheriffs' offices. The <br />feedlot issue is the most significant controversial item; they are making some progress, but it's <br />slow. The capital budget has just started this week; the Senate allocation comes out of the <br />general fund; the House out of bonding. 51 ~M in the Senate for RIM Reserve/PWP; and 5l OM <br />in the House. 53M in the Senate for road replacement and 52M in the House. S1M in the <br />Senate for Lazarus Creek and zero in the House. 5500,000 for Lakeshore easements in the House; <br />S300,000 for quad lakes in Faribault County in the House. <br />Ron reported that interagency meetings have been held regarding Devils Lake and the Garrison <br />Diversion. The U.S. Army Corps of Engineers (USAGE) will be receiving a joint letter, signed <br />by Di\tR, PGA, MDH, and BWSR; addressing the emergency outlet concerns of the State of <br />Minnesota. <br />Discussion follotived on the feedlot issue. <br />
