SEVEN COUNTY METROPOLITAN AREA 1999 CHALLENGE GRANT <br />APPLICATION REQUIREMENTS <br />The following information is required in amulti-county or regional grant application. Multiple applications will be <br />accepted, however, each application must be submitted separately. <br />In the seven county metropolitan area, challenge grant applications can be submitted in two situations, which are: <br />A) Groundwater Plans <br />Metro counties with state approved and locally adopted groundwater plans pursuant to M.S. 103B.255 are <br />eligible to apply for and receive challenge grants. <br />B) Metropolitan Surface Water Management Plans <br />Metro Watershed Management Organizations (WMO) with state approved and locally adopted plans are <br />eligible to apply for and receive challenge grant funding. <br />The following information is required in both situations: <br />A. Title page. (See page 12.) <br />B. A resolution by the county or WMO authorizing matching funds and the signing of the grant agreement <br />and other related documents. (Use attached model resolution.) <br />For the following items, please refer to the enclosed Stormy County example: <br />C. An executive summary of the contents of the application. <br />D. A detailed workplan and schedule for program implementation during the grant period. <br />E. A detailed budget for the grant period including the identification of the amount requested in the grant. <br />F. A list identifying the amount, type, and source of the local share. <br />G. A statement describing the relationship of the grant request to specific priority implementation items in the <br />comprehensive local water plan. <br />H. A statement describing how cooperation will be secured with adjacent counties and water management <br />organizations, if applicable. <br />I. A statement describing local support and interagency coordination. <br />J. A description of how the challenge grant complements the base grant. <br />K. A description of how a Feedlot Challenge Grant would complement the feedlot base grant. (if applicable) <br />L. A statement indicating if partial funding of the application is acceptable. If partial funding is acceptable, <br />project components must be listed in order of funding priority with a corresponding budget. <br />M. An explanation of the responsibilities proposed to be contracted with other local units of government, if <br />applicable. <br />
