(EXAlVIPLE) <br />5T® Y CITNTX <br />CIIALLENGE GRANT APPLICATION <br />Executive Summary <br />The Stormy County Comprehensive Local Water Plan (CLWP) has identified on-site septic systems as a major <br />cause of surface water and groundwater contamination. Problems associated with on-site septic systems in the <br />County include failing systems, poor site location near lakes and streams, inadequate design, construction, and <br />installation. <br />The purpose of the program for which funds are being applied for is to: <br />Develop and implement a countywide education and. information program to inform residents of the <br />threats to surface and groundwater from improperly designed, installed, or failing septic systems, and <br />reasons for adoption of a countywide on-site wastewater treatment system ordinance. The Stormy <br />County Extension will be the lead agency for this activity, the SWCD, and Planning and Zoning, will <br />assist. <br />2. Hire a consultant to (a) develop a countywide on-site wastewater treatment system ordinance, (b) <br />investigate potential enforcement and funding mechanisms and make recommendations to the County <br />board, and (c) assist in public information meetings and hearings. The Stormy County Planning and <br />Zoning Department will be the lead agency for this activity. <br />Identify and map areas in the county that are sensitive to groundwater contamination. This will be <br />used to prioritize where activities resulting from adoption of a countywide on-site wastewater <br />treatment system ordinance will take place. The Stormy County SWCD will be the lead agency for <br />this activity. <br />The end result of this project will be increased water quality protection through the adoption and enforcement of a <br />countywide on-site wastewater treatment system ordinance. <br />2. Workplan and Schedule <br />Activity #1. Education and Information Prosram <br />Components: A. Extension will develop a plan for the overall information program and outline for public <br />official meetings. Projected time commitment - 120 hours, activity timeline January'99 to December <br />'99. <br />B. Mail special newsletter on "Water Quality and Your On-Site Septic System". Mailing will <br />include all rural residents. Projected time commitment - 24 hours, activity timeline - <br />January 1999. <br />C. Monthly articles for county newspapers. Projected time commitment - 16 hours, activity <br />timeline January, February, March, and April 1999. <br />D. Hold four informational meetings for township and city officials.
