WCA continued <br />local governments to the <br />BWSR. In 1996, approxi- <br />mately 54 acres of wetland <br />were lost due to eligible road <br />repair or construction, requir- <br />ing about 79 acres of wetland <br />replacement (the replacement <br />ratio is often more than l:l). <br />In 1997--the first full year of <br />the program--local govern- <br />mentroad work impacted <br />about 125 acres, resulting in <br />an estimated 200 acres of . <br />replacement. <br />Comprehensive Wetland <br />Protection and Management <br />Plans ~ - <br />Under another 1996 WCA <br />amendment, local units of <br />government may develop a <br />Comprehensive Wetland <br />Protection and Management <br />Plan as an alternative to <br />strictly following the state <br />WCA rules. These plans allow <br />increased flexibility in wet- <br />land replacement, specifically <br />in the location of the replace- <br />ment site, the replacement <br />ratio, and the "sequencing" <br />process by which local gov- <br />ernments determine the extent <br />to which the applicant has <br />attempted to avoid wetlands. <br />Nine local governments <br />developed model Comprehen- <br />sive Wetland Protection and _ <br />Management Plans in 1996 <br />and 1997 using legislative <br />funding; approximately 14 <br />more have done so on their <br />own.
