BWSR Meeting Minutes <br />April 22, 1998 <br />Page Sis <br />Uppgaard commended Susan and Jim for their efforts on the education strategy. <br />Board Member Handbook - Marybeth Block presented the "Board Member Administrative <br />Handbook." She thanked Mary Jo Anderson, Susan Tsakakis and Jim Birkholz for their <br />assistance in compiling the handbook. Mary Jo will update the handbook every six months, <br />revisions will be distributed in January and July. The administrative procedures section differs <br />somewhat from the staff handbook. Chair Roer stated that this is work in progress, if board <br />members would like additional inclusions contact the Chair or Marybeth. Ginny Imholte gave a <br />special thanks, it's a much appreciated handbook. <br />Legislative Wrap-Up -Ron Harnack summarized the key elements of the Environment and <br />Agricultural Supplemental Bill and the Capital Budget Bill. Ron commended Doug Thomas for <br />his assistance this year during the legislative session; much of the success of this session is due to <br />Doug's efforts. Chair Roer thanked Ron and Doug, Greg Larson and Jim Birkholz for their <br />efforts during the legislative session. Chair Roer stated that if board members would like to be <br />kept more updated during the legislative session, they can receive a subscription to the House <br />"Session Weekly" and Senate "Briefly" or can be directly connected on the Internet, which has <br />everything listed. <br />Old Business <br />~ FY99 SWCD General Services Grant Allocation Policy - Moved by Ginny Imholte, seconded by <br />98-31 Lee Coe, to take the item off the table. Motion passed on a voice vote. Dwain Otte reported on <br />the Cost-Share Committee's discussions. BWSR has the responsibility to show the leadership in <br />building district capacity with the general services grants. It was the intent of the committee to <br />~ go on record that future appropriations should not be allocated equally. Moved by Ginny <br />98-32 Imholte, seconded by Lee Coe, to amend the original motion to read "The BWSR Cost- <br />Share/Soil Conservation Committee also recommends the Board adopt Option n2, with the <br />stipulation, that funds of any future General. Services Grants appropriation increase would "not <br />necessarily" be divided equally among the 91 SWCDs." For FY99, all SWCDs will each receive <br />about $20,165. Motion passed on a voice vote. <br />Advisory Comments <br />Franklin Denn, Minnesota Association of Townships (MAT), welcomed the board to Ostego. <br />Franklin mentioned the items of interest in the area: MNDOT project, floodprone area, pelicans <br />are returning to the area, nuclear plant in Monticello keeps the Mississippi River open which <br />keeps the river open to geese and swans. Franklin stated that land use planning and water <br />planning need to be addressed as they go hand-in-hand. MAT anticipates a busy summer, most <br />of their time and money is spent on training.. <br />
