was held on the wetland buffer issue and whether mitigation of wetland impacts will be required in <br />addition to removal of fill and restoration. <br />Cliff Aichinger stated that a study of the condition of existing wetlands, vegetation database, and <br />greenway corridor elements in the district will be finished this summer. The existence of <br />undisturbed wetland buffers will indicate whether it is feasible to pursue the adoption of stricter <br />city ordinances, or whether other techniques, such as easement or acquisition, will be more <br />practical. <br />The wording of the special provision was revised after some discussion and found agreeable to the <br />applicant and staff. Motion: Jack Frost moved, Roger Lake seconded, to approve Permit 98-21 as <br />amended. The motion was carried. <br />Permit 98-22: Woodhill Office Park -Woodbury <br />Motion: Jack Frost moved, Roger Lake seconded, to approve Permit 98-22, as amended. The <br />motion was carried. <br />Permit 98-23: Transfiguration Church -Oakdale <br />Pat Conrad pointed out a correction to be made to the amount of acreage to be created in the <br />wetland replacement plan. Motion: Paul Ellefson moved, Pam Skinner seconded, to approve <br />Permit 98-23, as amended. The motion was carried. <br />Permit 98-24: Target Store -North St. Paul <br />Motion: Jack Frost moved, Bob Johnson seconded, to approve Permit 98-24. The motion was <br />carried. <br />5. MA`VD WATER QUALITY SURVEY PRE-TEST DISCUSSION <br />Shanaz Padamsee was present to collect comments from Board members on the pre-test of the <br />survey form that her consulting organization, Environmental Ground, Inc., will use for a MAWD <br />water quality management study. The Board provided numerous comments to Shanaz and asked <br />for clarification of several survey questions. Board input will be used to refine the survey. The <br />Board will receive the second draft for review and comment. <br />6. PROJECT STATUS REPORTS <br />Phalen Wetland Restoration <br />Fred Rozumalski of Barr Engineering and Mike Kassan, the City of St. Paul's project manager, <br />were present to update the Board on the status of the project. Fred compared Joan Nassauer's <br />master plan with current plans. Three main goals of the original design were: (1) to create an <br />ecological connection between Lake Phalen and the natural amenities that reach to the Mississippi <br />River and the wildlife corridor, (2) to accommodate and treat stormwater if possible, (3) to create a <br />green amenity for the area neighborhoods, and (4) to create an amenity for the neighborhoods to <br />encourage revitalization anal economic growth. <br />Fred explained that since most of the soil is compressed peat, additional soils for grading around <br />the Ames Wetland will be required. Water for the wetland will need to be provided to supplement <br />natural runoff. Current plans are to obtain a DNR permit to pump 1 million gallons a year from <br />shallow wells. This will be the only way to sustain the diversity of the plant species. The large <br />basin will be rough-graded this summer and planted in 1999. The dependability of the water table <br />will be watched during that time. <br />Mike stated that on May 18, a private contractor will begin additional planting on the first phase <br />wetland and provide ongoing maintenance over the next five years. He said the same process will <br />be followed for the Ames Wetland. Once the plant community is established, Mike Kassan expects <br />the City Parks Department to assume low maintenance activities. <br />page 2 May 6, 1998 RWMWD Minutes <br />
