Raises and promotions are factored into the staff salary budget item. Roger Lake would like to get <br />a perspective on how our salary schedule compares to that of other local governments and asked <br />Cliff to provide more information. <br />Cliff Aichinger requested an additional budget item for the updating of flood insurance maps. The <br />flood zones on existing maps do not accurately reflect flood modeling done as part of our <br />watershed management plan. FEMA and the State of Minnesota are not going to update the maps, <br />and he feels it would be a good public service to have these maps available for the entire watershed <br />district. He estimated $130,000 in costs which includes digital 2-foot contours, engineering work <br />to document our model for FEMA, and map printing. Various cities within the District have <br />expressed an interest in the contour information as well. Louise Watson noted that there is an <br />effort to get the Ban model approved at the state level due to the local credibility it has earned. The <br />Board indicated to Cliff Aichinger that they would be willing to give this further consideration if it <br />could be accomplished through cost-sharing with the cities. <br />The Board consensus was to allow the Administrator to proceed with the inclusion of these budget <br />items. <br />Lake Gervais Issues <br />Cliff stated that staff will be meeting again with Little Canada and Ramsey County on June 9 on the <br />issue of the storm sewer outlet on the southwest corner of the lake, and on drainage and flooding <br />issues along County Road B2. <br />Watershed Partners Donation <br />Motion: Pam Skinner moved, seconded by Roger Lake, to make a $5,000 pledge donation to <br />Watershed Partners for their 1999 program. The motion carried. <br />Ramsey County Fair <br />Cliff Aichinger proposed that the District sponsor the Watershed Exhibit at the Ramsey County <br />Fair and also have a District exhibit. The cost to reserve a booth space is $400 from July 15 to 19. <br />Louise Watson is welcoming the Board members to sign up for a time slot to help man the booth. <br />Staff is developing a new District display to use. The Watershed Exhibit tent will be erected next <br />door to the county exhibit tent. <br />Motion: Roger Lake moved, seconded by Pam Skinner, to approve the District's pursuing the <br />reservation of a booth at the Ramsey County Fair this year. The motion carried. <br />Additional Items <br />The District has received a $5,000 grant from the DNR for completion of our greer.~vays and <br />natural areas plan. This money will fund our intern staff expenses for completion of our vegetative <br />inventory and analysis. <br />Louise Watson has received for review the City of North St. Paul local water management plan. <br />Staffs comments will be submitted to the Board for consideration and action following the 60-day <br />review period. Their plan will demonstrate how the District's plan interfaces with city planning <br />needs, and it may become a model for other cities to use. <br />Louise provided an update on significant events that have developed towards implementation of the <br />District's education plan. She has initiated the District Education Coordination Team which is a <br />comprehensive start-up advisory committee. The June 10 kick-off meeting will provide <br />participants with networking and partnering activities, resources, materials, curriculum, and <br />contacts to help them self-select what they need in order to accomplish their individual educational <br />goals. This team will meet twice a year. <br />Louise also discussed the State Department of Agriculture "Watershed Awareness Project" <br />literature packet that was made available to us through the Watershed Partners.
