At this time, staff proposes to develop a Request for Proposals (RFP) <br />specifically for the development of a Management Plan which would meet all applicable requirements of <br />the review agencies, which includes the Met Council, BWSR, DNR, etc. The RFP would be directed to <br />engineering consultants later this year, so a consultant could be selected and the work subsequently <br />completed in 1999. <br />RECOMMENDED BOARD ACTION: <br />to authorize development of a draft RFP. <br />MOVE: <br />SECOND: <br />AYES: <br />NAYS: <br />
