approved for the Red Lake and Wild Rice Watershed Districts for professional and <br />technical services related to acquisition of pilot flood storage easements. DECISION <br />9. Koochiching County Comprehensive Wetland Plan Development Agreement: Over the <br />past few months Koochiching County and staff have been development a framework for <br />the Comprehensive Wetland Management Plan. The attached agreement establishes a <br />state/local commitment to proactive participation in this process. A recent meeting with <br />Koochiching County involving DNR regional staff, BWSR and the Corps supported <br />proceeding with plan finalization and signing a cooperative agreement. Staff <br />recommends Board endorsement of the agreement. (It would be beneficial if DNR and <br />PCA board members attending would sign on behalf of their agency.) DECISION <br />10. The 1998 Legislature in its capital budget bill funded a "pilot" conservation easement <br />program for sensitive shoreland and Riparian areas on lakes in the amount of $250,000, a <br />one-time appropriation to BWSR. Staff have completed initial implementation of this <br />project by setting up criteria, coordinating the effort with other agencies and soliciting <br />applications. After screening the two applications, one from Cass County, the other from <br />Crow Wing County; staff recommends funding the Cass County application. Included in <br />your packet is a fairly thick work plan. Since this is a new and unique initiative, Board <br />members maybe interested in the detailed attributes of the parcels recommended for <br />funding. DECISION <br />11. Cooperative Training Effort: In February of 1997, BWSR entered into a cooperative <br />agreement with NRCS to fund a training coordinator position. Ron Shelito, BWSR, and <br />Joe Wiltsey, NRCS, will review the success of this cooperative training effort. Ron will <br />briefly review the history of the partnership. Joe will relate the products and ongoing <br />efforts that resulted from this collaborative effort. Joe will discuss the electronic training <br />schedule, the partnership training database, and the revitalization of the area training <br />teams as well as other accomplishments.
