Date: 1/28/99 Prepared by: Karl Keel Item: C-1 <br />^~ ~\~' Reports <br />~~U~ ~ <br />Item Description: Request for Qualifications-2nd Generation Plan <br />The proposed 1999 GLWMO budget includes funds. to prepare a 2nd Generation Watershed Management <br />Organization Plan. This plan, required by the Metropolitan Surface Water Management Act, is <br />considered by many to be the most important document of a watershed management organization. In <br />addition to a comprehensive inventory of water resources, a Watershed Management Organization Plan. <br />articulates the goals and objectives of the organization as well as sets operating policies that are used ir. <br />the day to day management of waterresources. <br />In December 1998, a Request for Qualifications (RFQ) was sent to local consultants for services to assist <br />the Board in the preparation of GLWMO's 2nd Generation Plan. Five Statements of Qualifications were <br />received. A copy from each of the following firms is attached: <br />® Barr Engineering Company, Minneapolis <br />® Bonestroo, Rosene, Anderlik and Associates, Inc., St. Paul <br />® Howard R. Green Company, St: Paul <br />® Short Elliott Hendrickson, Inc., St. Paul <br />® WSB and Associates, Inc., Minneapolis <br />Each of the firms has prepared similar plans for other jurisdictions. The Board's task is to select a <br />consulting$rm that best meets GLWMO's needs.: It is anticipated that the selected firm will work with <br />the board to develop a workplan and prepare GLWMO's 2nd Generation Plan. <br />It is often difficult to select consultants based on RFQs. To help compare competing companies, it may <br />be beneficial to agree on a common set of selection criteria. Such criteria may include: <br />® Experience on similar projects <br />® Expertise of Key Personnel <br />® Experience with similar organizations <br />® Innovation exhibited on past projects <br />~ Familiarity with GLWMO <br />® Clarity of RFQ <br />® Stability/Reputation/Horsepcwer of firm <br />
