,~-, <br />>>~ <br />~® <br />GRASS LAKE WATER MANAGEMENT ORGANIZATION <br />AGENDA ITEM <br />Date: 7/22/99 Prepared by: Karl Keel Item: C-1 <br />Reports <br />Item Description: Water Management Planning-Review of Barr Work Plan <br />At the July 22, 1999 meeting, the Board discussed the draft work plan prepared by Barr Engineering. <br />Following a detailed description of each work task, the Board supported the currently proposed scope of <br />work and was reluctant to eliminate any individual task. Rather, the board directed staff to investigate <br />outside funding sources to bridge the gap between the current cost estimate of $114,425 and approved <br />budget of $80,000. In addition, the Board directed Barr to begin Task 1.0 -Water Bodies and Wetlands. <br />In August, staff and Barr met to review the yet unapproved tasks in the draft work plan and to discuss <br />alternate funding sources. It was determined that the following three grant programs offer the most <br />promise. <br />1. Planning Grant -Minnesota Board of Water and Soil Resources. This grant is offered to all <br />watershed management organizations to aid in second generation plans. The maximum grant amount <br />of $15,600 requires a 1:1 local match. The grant requires a work plan and a resolution from the <br />Board. A draft letter application with resolution is attached. It is very likely that this grant <br />application would be approved. <br />2. 1999 Local Water Resources Management Plan Grant -Metropolitan Council. Attached is a copy of <br />a grant application from the Metropolitan Council meant primarily for implementation items in local <br />plans. Based on discussions with Metropolitan Council staff, it may be possible to fund a portion of <br />GLWMO's propose work plan -especially the lake and wetland inventory portions. The maximum <br />grant is $20,000 and requires a 1:1 local match. <br />3. Metro Environment Partnership -Metropolitan Council. This grant is aimed at technical studies and <br />education efforts that reduce nonpoint pollution. While the strict grant guidelines do not necessarily <br />match GLWMO's proposed work plan, Metropolitan Council staff have encouraged us to apply.
