BWSR Meeting Minutes <br />May 26, 1999 <br />Page Two <br />Chair Roer called the meeting to order at 9:05 a.m. <br />** Adopt Agenda -Moved by Dwain Otte, seconded by Jirn Anderson, to adopt the <br />99-26 agenda as presented. Motion passed on a voice vote. <br />Minutes of April 28, 1999 -Chair Roer stated that a change is needed on page five, <br />regarding Cass SWCD Lakeshore Easement Work Plan, the middle of the paragraph <br />** states "2,270 square feet..." it should read, "2,270 feet of shoreline." Moved by Clair <br />99-27 Nelson, seconded by Jerome Deal to approve the minutes of April 28, 1999 as <br />corrected. Motion passed on a voice vote. <br />Reports <br />Chair's Report -Chair Roer reported that she attended a meeting convened by the <br />Governor's office with commissioners and agency heads regarding legislative programs <br />and appropriations in conference committees. <br />Chair Roer reported that she attended the Envirothon held May 18 at the Minnesota <br />Valley Wildlife Refuge. About 1200 students statewide participate in the program. <br />There were 115 students (23 teams) that participated in the State Envirothon. <br />Rushford-Peterson, a small school in Fillmore County was the winner, the team will go <br />on to the National Envirothon in northern California, July 27 -August 1. <br />Chair Roer attended the EQB meeting. The Water Management Unification Initiative <br />(state water p(an) was approved by EQB. The focus of the initiative is river basins, with <br />communication at the state and local level. Chair Roer stated that she is a member of <br />the EQB subcommittee on GETS animal agriculture. She stated that the last two <br />contracts were awarded. The U of M will be working on ail of them. Chair Roer <br />reported that the Clean Water Action Alliance representative on the EQB citizen <br />advisory committee resigned. <br />Assistant Director's Report -Jim Birkholz reported that Governor Ventura line-item <br />vetoed the Lazarus Creek project for $1.375M and $1 M for the Grass Lake <br />Restoration, which were in the bonding bill passed by the legislature. <br />Jim commented on the board members' terms and reported that Minnesota Statutes <br />15.0575 states "Members may serve unti{ their successors are appointed and qualify <br />but in no case later than July 1 in a year in which a term expires unless reappointed." <br />BWSR will be working with the Governor's appointment staff on board members <br />appointments. <br />
