GRASS LAKE WATER MANAGEMENT ®RGANIZATI~N <br />AGENDA ITEM <br />Dater 7/22!99 <br />Prepared by: <br />Item: C-1 <br />Reports <br />Item Description: Water Management Planning-Review of Barr Work Plan <br />At the March, 30, 1999 meeting, the Board selected Barr Engineering to help prepare GLWMO's 2nd <br />Generation Plan. At the Apri122, 1999 meeting, following a discussion of watershed planning and the <br />Boards priorities, staff was directed to work with Barr to develop a detailed work plan and project budget <br />for Board consideration. A draft work plan that addresses board priorities is attached. The areas of the <br />draft work plan that deviate most from the minimum BWSR requirements are Task 1.0 -the classification <br />and goal setting for water bodies and wetlands and Task ~.0 -the development of a system to evaluate <br />and hold agencies, including GLWMO, responsible for plan implementation. <br />$80.,000 has been budgeted to prepare the 2°`' Generation Plan. The current draft work plan is estimated <br />to cost $114,42 -approximately $35,000. greater than the approved budget. The current draft has been <br />scrutinized by Barr and staff in an attempt to reduce costs without jeopardizing those areas identified as <br />important by the Board. It is recommended that the Board discuss the proposed work plan and current <br />budget. Possible direction may include: <br />1. Increase the current budget <br />2. Narrow the scope of the work plan while retaining the most important features of the plan <br />3. Consider additional funding sources (BWSR has available $1,500, the Met Council may have some <br />grant funds available for "Implementation" portions of the plan) <br />Phil Belfiori; a staff member with BWSR, will be available at the $oard Meeting to communicate <br />BWSR's attitude regarding 2nd Generation Plans and to help us prioritize tasks in our proposed work plan. <br />Once a direction has been determined, a final work plan and consultant proposal will be drafted for Board <br />consideration at the next meeting (October 28, 1999 unless otherwise scheduled). <br />
