l I <br />Minutes of Meeting <br />October 7, 1999 <br />ROLL CALL: Members present: James Stark <br />Gene Soderbeck <br />Jeff Roessler <br />Kent Kokko <br />Members absent: Tom Landwehr <br />Staff present: Karl Keel -Roseville <br />Staff absent: Mark Maloney-Shoreview <br />Consultant present: Karen Chandler -Barr <br />A. <br />ORGANIZATIONAL ITEMS <br />A-1 Approval of Minutes of September 16, 1999 <br />Soderbeck moved to approve the Minutes of September 16, 1999 <br />Stark. seconded. Ayes: 4 Nays: 0 <br />A-2 Board Membership Discussion <br />The Board discussed the possibility of changing the Board's composition from an uneven number <br />of members to an even number of members to eliminate the practice of alternating the fifth Board <br />seat between Roseville and Shoreview. The Board feels this would eliminate the potential lack of <br />Board continuity as the 2°d generation plan is developed and implemented. Members would be <br />evenly appointed from each City to avoid the need to alternate a fifth member between Roseville <br />and Shoreview. A second alternative was for Shoreview to appoint a member from Roseville so <br />that the Board composition would not change. <br />The Board requested that staff include this item on the next meeting agenda and discuss it with <br />the City of Shoreview. <br />B. <br />CORRESPONDENCE & GENERAL INFORMATION <br />B-1 The Board reviewed the following correspondence received by the GLWMO prior to the meeting <br />of October 7, 1999: <br />1. Minnesota Valley National Wildlife Refuge Visitor Center, September 21, 1999, <br />"Common Goals, Extraordinary Outcomes: Protecting the Environment While Enhancing <br />Education, October 25, 1999 Workshop. <br />2. Twin Cities Metro Area Watershed Network, September 30, 1999, October 7 Meeting <br />Notice. <br />
