Section 3 <br />Strategies for Physical Conditions Affecting Surface Water Drainage <br />A8) Use Purchase of Development Rights and Transfer of Development <br />Rights to influence locations of development, participate in existing <br />programs or develop programs to meet needs. <br />Implementation Team: Cities, County, 1000 Friends of MN, Non- <br />profit Organizations, SWCD, Private parties. <br />A9) Develop a prioritized list of lands for restoration, improvement, or <br />protection as open space. Subactions include compiling data, <br />determining prioritization criteria, and approving criteria. <br />Implementation Team: Washington County SWCD, University of <br />MN, DNR, 1000 Friends of MN, VBWD, Science Museum of MN, <br />BWSR, and Advisory Committee. <br />A10) Use conservation easements or land acquisition to protect priority <br />lands identified in previous. <br />Implementation Team: Cities, County, DNR Greenways Program, <br />land trusts, Belwin. <br />A11) Improve, restore, and/or protect high priority lands by approaching <br />land owners, explaining the ecological value of their property, <br />suggesting that land owners voluntarily modify their land use, and <br />solicit donated easements.. <br />Implementation Team: Advisory Committee, 1000 Friends of NIN, <br />MN Land Trust, DNR, Cities, VBWD, BWSR, and Washington <br />County SWCD. <br />A12) Seek funds for purchase of easements/restoration projects, and <br />implement restoration projects. <br />Implementation Team: Washington County SWCD, DNR, Cities, <br />VBWD, BWSR, and Advisory Committee. <br />Ala) Follow The Center for Watershed Protection's guidelines: "Better <br />Site Design" and "Nutrient Loading from Conventional and <br />Innovative Site Development," and other development <br />guidelinesBMPs. Create new rules and ordinances to not only allow <br />these practices, but encourage them. <br />Implementation Team: Cities, developers, landowners, county, and <br />VBWD. <br />A14) Distribute the Alternative Stormwater Best Management Practices <br />Guidebook included in Appendix X to developers and watershed <br />residents, particularly farmers and riparian landowners. <br />Implementation Team: Advisory Committee, VBWD, cities, citizens <br />A15) _ Assign community and technical liaisons to watershed stewardship <br />zones to do watershed outreach. <br />3-6 <br />
