Section 3 <br />Strategies for Groundtivater <br />Actions and 1) Clearly identify groundwater watershed. Review study by SCWRS <br />Implementation and Afton. <br />Team(s): Implementation Team: SCWRS, Cities, VBWD, Washington County. <br />2) Clearly identify groundwater recharge areas. <br />Implementation Team: SCWRS, University of MN <br />3) Monitor recharge areas through observation wells and other <br />monitoring stations and report on e:cisting monitoring, identify gaps <br />in data, establish sites to fill gaps. <br />Implementation Team: Washington County, MPCA, MDOH, <br />SCWRS, Washington SWCD, VBWD, Met Council <br />4) Continue groundwater appropriations permitting program, but <br />implement special restrictions for appropriations in trout stream <br />watersheds. <br />Implementation Team: DNR <br />5) Develop a mutual groundwater management plan and work with <br />neighboring surface water watershed districts and. communities to <br />protect groundwater outside of VBWD boundaries. <br />Implementation Team: Washington County, VBWD, cities <br />6) See Action 1 (Septic Systems) of Specific Strategy 6 of Surface <br />Water section. <br />7) Ensure that critical groundwater recharge areas are not covered by <br />impervious. surfaces. <br />Implementation Team: Cities, VBWD. <br />8) Develop a nitrate study and BMP program similar to that of South <br />Washington Watershed District and Washington County. <br />Implementation Team: VBWD, Cities, Washington County. <br />Indicators: quality and quantity of groundwater- no declines from current conditions? <br />macroinvertebrates and trout in stream? - -- --- ----- <br />cooperation with other watersheds <br />nitrate <br />chloride <br />volatile organic compounds <br />pesticides <br />fecal coliform bacteria <br />water temperature in stream <br />3-l~ <br />
