Mid Range Objective: Support walleye gillnet CPUE to 4 per lift and fish populations that will <br />support 30 angler-hours per acre of fishing. <br />Operational Plan: <br />1. Annual winter fish house counts. <br />2. Re-survey in 2001; population assessment in 2006. <br />3. Stock walleye fingerlings biannually. <br />4. Stock muskellunge biannually. <br />5. Utilize lake as source of muskellunge eggs. <br />6. Utilize lake as source of adult bluegill for stocking other lakes. <br />7. Review all applications for aquatic plant management and Dept. of Waters <br />permits. <br />8. Encourage local WMO to develop programs to reduce nutrient loading. <br />9. Monitor winter oxygen levels and aerate as needed. <br />10. Continue special regulations limiting muskellunge harvest to those over 48 <br />inches. <br />Potential Plan: <br />1. Creel and recreational use survey ($5,000) <br />2. Fishing pier ($24,000) <br />3. Permanent aeration system ($32,000) <br />4. Stock largemouth bass fingerlings in conjunction with experimental regulations ($3,500) <br />5. Implement experimental regulations limiting harvest of largemouth bass ($500) <br />6. A list <br />that includes a brief description of management roles follows (those with stars have a significant role in the <br />management of Lake Owasso): <br />Federal Agencies <br />Environmental Protection Agency -Broad lake and watershed protection programs and policies. <br />Army Corps of Engineers -Wetland regulations to control filling and draining. <br />United States Geological Survey -Lake and watershed monitoring and mapping. <br />Soil & Water Conservation Service -Provides local assistance for watershed management. <br />United States Fish & Wildlife Service -Protection for endangered fish and wildlife. <br />Department of Commerce, Weather service -Meteorological data. <br />State Agencies <br />* MN Department of Natural Resources, Numerous divisions -Fish and wildlife management, water permits, <br />public access, aquatic plant control. <br />* MN Pollution Control Agency, Numerous divisions -Administers federal water protection statutes, water <br />quality management, citizens lake monitoring. <br />
